Microsoft Exchange Server Outlook 2013 – The Exchange Admin Center (EAC) is a web-based management console in Microsoft Exchange Server 2013, suitable for on-premises, online, and hybrid Exchange deployments. EAC replaces Exchange Management Console (EMC) and Exchange Control Panel (ECP), which were the two interfaces for managing Exchange Server 2010.
One advantage of a web-based EAC is that you can separate Internet and intranet access from the ECP IIS virtual directory. This feature allows you to control whether users outside of your organization gain internet access to the EAC, while still allowing an end user access to Outlook Web App options. Because EAC is now a web-based management console, you must use the ECP virtual directory URL to access the console from your web browser. In most cases, the EAC’s URL will look something like this:
To find the internal or external URL for the EAC, you can use the Get-EcpVirtualDirectory cmdlet. For more information, see Internal and External URLs for the Exchange Admin Center.
If you are in a coexistence scenario where you run Exchange 2010 and Exchange 2013 in the same organization and your mailbox is still stored on an Exchange 2010 mailbox server, the browser will default to the Exchange 2010 ECP. You can access the EAC by appending the Exchange version to the URL. For example, to access the EAC whose virtual directory is hosted on the Client Access server CAS15-NA, use the following URL:

Cross-premises navigation lets you quickly switch between your Exchange Online and on-premises Exchange deployments. This is the first level of navigation for most tasks you perform in the EAC. The feature panel is similar to EMC’s console tree in Exchange 2010. However, in Exchange 2013, the feature panel is organized by feature area rather than by server role, and it takes fewer clicks to find what you want.
Tabs are your second level of navigation. All feature areas have different tabs, each representing a complete feature. The only exception to this rule is the hybrid feature area. You must first enable your organization for hybrid deployment using the Hybrid Configuration Wizard.

These icons allow you to move an item’s priority up or down. For example, in Mail Flow>Email Address Policies, click the up arrow to increase the priority of the email address policy. You can also use these arrows to navigate through the public folder hierarchy and to move lines up or down in the list view.
Use this icon to copy an object so that you can make changes to it without changing the original object. For example, under Permissions > Admin Roles, select a role from the list view and then click this icon to create a new role group based on the existing role group.
Use this icon to remove an item from the list. For example, in the Public Folder Permissions dialog box, you can remove a user from the list of users allowed to access a public folder by selecting the user and clicking the icon.

In most cases, when you select a tab, you see a list view. The list view in EAC is designed to overcome the limitations in ECP. ECP can only display up to 500 items. If you want to see items that are not listed in the details window, you must use the search and filter options to find those specific items. In Exchange 2013, the adjustable limit within the EAC list view is approximately 20,000 items for on-premises deployment and 10,000 items in Exchange Online. Additionally, pagination is included so you can jump to the results. In the recipient list view, you can also configure the page format and export the data to a CSV file.
When you select an item in the list view, information about that item is displayed in the details window. In some cases (eg recipient objects), the details panel contains quick administrative tasks. For example, if you go to Recipient mailboxes > and select a mailbox in the list view, you’ll see an option to enable or disable document archiving for that mailbox in the details panel. The details panel can also be used for bulk editing of multiple objects. Simply press CTRL, select the objects you want to bulk change, and use the options in the Details panel. For example, if you select multiple mailboxes, you can update users’ contact and organization information, custom features, mailbox quotas, Outlook Web App settings, and more.
EAC includes a notification viewer that displays the status of long-running processes and provides notifications when the process is complete. In addition, you can opt-in to receive email notifications specifically for long-running processes (such as transfer requests).

I just installed and got everything working with my new Exchange 2016 server, but when I add it to Outlook 2013, I run the autodiscover setup and it says Restart Outlook.
After restarting Outlook, I got a message: “Connection to Microsoft Exchange is not available. Outlook must be online or connected to complete this operation.” And after clicking OK, I get a window to check the mailbox name on the exchange server, but nothing works.

I have 2 mailbox accounts in Outlook from another exchange server working fine, not from the same exchange server, this is a new fresh exchange server I am trying to get everything working.

Edit: I have now upgraded to Office 2016 and the latest windows updates to see if the updates do anything but still getting the same error, now with Outlook 2016 I have an account When /profile is added it gets this see screenshot:

Sometimes when I get this error it is due to invalid cached credentials in Windows Credential Manager. Clear any credentials associated with the Exchange server and Exchange account and then try again.
Make sure in the Exchange ECP that certain things are enabled for the recipient trying to add their account.
With all this enabled, can you connect without using autodiscover? Have you changed anything between this user and other users on the Exchange server?
