Cannot Send Or Receive Email – Recently, a customer complained that an Office 365 account was sending spam messages to multiple customers. Later, the suspicious account that sent spam will no longer be able to send and receive email. However, when I first look at the mailbox, the sent messages are in the sent messages folder, and the messages sent to the account in question do not receive bounce errors, but the messages sent to the affected account are not in the inbox. After changing the account password and enabling 2FA on the account, we are still unable to send and receive mail. Below are the steps used to resolve this issue. In short, Microsoft creates malicious incoming messages and blocks outgoing messages.
4. From the Mail application settings, select Mail > Automatic processing > Inbox and Sweep rules.

6. If we look at the “RSS subscriptions” folder, we will see some messages from Microsoft indicating that the account is blocked from sending mail because the account has been marked as a spam sender:
7. To solve the problem, we need to go to the Action Center. Log in to Admin Console > Admin Centers > Exchange > Protection > Operations Center
8. In the Action Center, we find a problem with our hacked user account. Take the necessary steps and it may take up to 2 hours for the account to be allowed to send mail again in a moment due to permission extension.
9. It may be a good idea to contact Microsoft support if you continue to experience problems with a user account that is sending spam. Changing the password should prevent malicious access. It is mostly like the account has been phished or the user’s computer has been compromised by a virus/malware or spyware. We recommend enabling two-factor or multi-factor authentication on your account to prevent your account from being hacked again. A white circle with a black border surrounding a pointed stripe.
